Workforce Operations Representative for Human Resource functions

Role: To provide the direction of the fulfillment of the talent hiring needs in the organization, coordinating the onboard program and supporting employee workforce programs such as controlling the Applicant Tracking System (ATS) including training management on the ATS and administration of payroll, benefits, 401k, Leaves of Absence and unemployment. Driving the talent hiring program as well as human resource needs of new and current staff in all areas to include coordinating with outsourcing company PEO, human resource duties and event style functions, including, but not limited to: running NEO Express, hosting Orientation overview and internal and external career fair participation. Liaison between the employees and outsourcing company (PEO) particularly in relation to onboarding, document management, ATS and new hire uploads.
Essential Functions & Responsibilities:
- Partner with hiring managers to determine staffing needs by doing direct outreach to the hiring manager on each role. Provide direction, communication and facilitate the process of hiring by ensuring to drive the process proactively. Assist in maintaining job descriptions / salary ranges to ensure they are current and representative of role. Assist the manager on resume selection and pre-screening steps including application, authorizations and assessments. Facilitate final selection with manager selection and then process reference and background checks including credit, criminal search, pre-employment drug screening and Bondability.
- Facilitate staffing program including: post job openings externally, manage eSource for internal job posting, manage Careers site with Marketing for FSCU site-jobs external, manage, sort, and track per position plus all applications and resumes, screen resumes and job applications for managers and send them electronically, direct the selection and recruitment of employees, temporary employees, and interns, set up interview appointments, schedule candidates for on-site, one way video or zoom interview(s) after pre-screening and assessment is complete. Develop relationships with external employment resources, coordinate start dates with hiring manager and Training Department for New Employee Orientation (NEO and NEO Express), assist with onboarding, create / maintain recruiting reports. Extend verbal and written employment offer and upon acceptance coordinate start dates with hiring manager and training department for NEO or NEO Express; create / maintain recruiting reports.
- Coordinate human resource programs including Orientation, Payroll, Benefits, 401(k) summary and enrollment, Leaves of Absence (LOA + FMLA), unemployment, Exit and offboarding, job posting and transfer, job shadowing and other development programs stemming from the human resources area.
- Create and maintain job descriptions in compensation and salary software. Assist with salary banding and ensure integrity of the pay ranges. Perform due diligence by auditing the software program to ensure it is in line with payroll database and other HR software.
- Manage Human Resource data systems for employee records currently with AppExtender. As well as the ATS (Applicant Tracking System) which is currently HiringThing which includes managing the advertising budget for job boards, web sites, one way video feature and other candidate sources including Career Fairs.
- Ensure the onboarding process is complete for every employee. Support to onboarding includes conducting NEO Express or ensuring orientation overview by processing the signed new hire documents and verifying the I-9 documents. Conduct benefit overview and initial sign up by providing overview and explanation to all new team members.
- Assist in the administration preparation of severance of employment relationship, such as PTO calculation and approval, and 401K rollover/withdrawal, explanation of COBRA and other benefits and Exit paperwork to include Exit Survey, conducting exit interview as needed, collect credit union property, handle off-boarding steps within established timeframes for audit & reporting.
- Serve as back up for processing payroll including the calculation of the timesheet process. Assist and ensure the record retention of all payroll data and fulfill record documents requested by auditors. When needed support data research and preparing monthly reports. Understand the right department leads to correspond with the PEO and other outside vendors in relation to benefits, 401K, and payroll. Assist in data for audits and updates the Personnel and Pay databases to keep the data current and in sync when needed. If assigned complete personnel filing, maintenance, scanning, indexing of personnel files and other documents.
- Perform other related duties as assigned.

Knowledge and Skills:
Experience - Three to five years of similar or related experience.
Education - (1) A bachelor's degree, or (2) achievement of formal certifications recognized in the industry as equivalent to a bachelor's degree (e.g., information technology certifications in lieu of a degree).
Interpersonal Skills - Work involves extensive personal contact with others and is of a personal or sensitive nature. Motivating, influencing, and/or training others is key at this level. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.
Other Skills - Excellent organizational skills; proficient with spreadsheets; must be able to multi-task. Proficient in oral and written communications. Proficient in Microsoft Office products, including but not limited to Word, Excel, and Outlook. Maintain a high level of confidentiality at all times. Willingness to attend training seminars and meetings outside normal working hours.
